Allows the agent to list all record categories in the workspace, including inactive ones.
When to enable this tool
Use this tool for administrative queries about workspace categories — useful when the agent needs to see all existing categories, including inactive ones, or when detailed information about the workspace structure is needed.

- The agent needs to check if a category already exists before creating a new one

For common use (choosing where to create a record), prefer the List Available Categories tool, which returns only categories accessible to the user.
